Automatic check of conduct history
When you apply for a driving licence for the first time, your application will automatically be sent to the police for a check of your conduct history. It usually takes two to four weeks to receive their response, but it may also take longer.
Your conduct history must be approved before the final test
- If you are taking the practical driving test, your conduct history must be approved before you can book a session for the test.
- If you are getting a driving licence for which you only need to take a theory test, your conduct history must be approved.
Conduct approval is valid for six months
Your application will be sent for a new conduct history check every four months for up to three years until you have obtained your driving licence.
What can you do if your conduct history is not approved?
If you think that new information may have an impact on your conduct history, we can order a new conduct history check. In this case, you need to contact us.

If you are getting your driving licence more than three years after you first applied, you need to contact us for a new conduct history check.
Eyesight or health certificate when you are getting a driving licence for a light category
If you are applying for a driving licence for a moped, motorcycle, car, tractor or snowmobile, you need to submit an eyesight certificate if, for example, you have impaired vision.
You need to submit a health certificate if your health is impaired in a way that may affect road safety. You will be asked about this when you apply for a driving licence.
Are you getting a licence for a category that does not require a practical driving test?
If you are getting a driving licence for mopeds (AM) or snowmobiles (S), the theory test is the final test.
You then need to send your certificate to the Norwegian Public Roads Administration before you take the theory test.
You can also hand it in to a Driver and Vehicle Licensing Office (trafikkstasjon).
Eyesight or health certificate when you are getting a driving licence for a heavy category
If you are applying for a driving licence for a light lorry, lorry, minibus or bus, or for a CPC for Emergency Vehicles, you need to submit a health certificate from a doctor.
The exception is if you have submitted a health certificate previously and it is still valid for the category/competence you are applying to upgrade to.
How do you know if you need a health or eyesight certificate?
You will be informed if you need a health or eyesight certificate when you apply for a driving licence. We will send you an information letter once we have registered your application.
Where can you get a health or eyesight certificate?
A health certificate must be obtained from a doctor. You can obtain an eyesight certificate from a government-approved optometrist or ophthalmologist (eye specialist).
How to submit an eyesight or health certificate
If you need to submit an eyesight or health certificate, your driving school can only book a driving test for you when we have received the certificate.
You can send or hand in your health certificate to your nearest Driver and Vehicle Licensing Office (trafikkstasjon). We need the original version of your health certificate.
Authorised optometrists and ophthalmologists may send the eyesight certificate digitally to the Norwegian Public Roads Administration. You can also send it or hand it in to your nearest Driver and Vehicle Licensing Office.
The certificate must not be more than three months old when we receive it.
It may take up to a week from the time we receive an eyesight or health certificate, before it is registered in our systems

Authorise a driving school to book a driving test
When you are ready to take the practical driving test, your driving school will book the test session for you. In order to do this, the school needs authorisation from you. You can give them this on Your Page.
Apply for a driving licence using an application form on paper
You can also apply for a driving licence using an application form on paper. You can mail the completed form to your local Driver and Vehicle Licensing Office (trafikkstasjon) or hand it in there yourself. You need to book an appointment before you go to a Driver and Vehicle Licensing Office.
Regardless of how you apply, you will receive confirmation to your digital postbox. If you do not have a digital postbox, we will send the confirmation letter to your address in the National Population Register. If you hand in your application at a Driver and Vehicle Licensing Office, you will receive written confirmation at the counter, showing that we have registered your application
