If you hold a foreign driving licence
If you live in Norway, your foreign driving licence will not be returned to you. You can get back your driving entitlements by getting a Norwegian licence.
You can apply to have your licence exchanged for a Norwegian one, or acquire a Norwegian driving licence as a first-time applicant.
Is your driving licence from an EU/EEA country?
If your driving licence is from an EU/EEA country, you must apply to have it exchanged for a Norwegian driving licence in order to get your driving entitlement back.
Is your driving licence from one of these countries?
Is your driving licence from Australia, Canada, Hong Kong, Israel, Monaco, New Zealand, San Marino, UK, South Korea, USA, Switzerland, Greenland or Japan?
You can apply to have your licence exchanged for a Norwegian driving licence in order to get your driving entitlement back.
If you do not meet the criteria for an exchange, you must acquire your driving licence as a first-time applicant.
How to apply for an exchange?
To apply for an exchange, you should fill in the application form on paper (PDF). You can mail the completed form to your local Driver and Vehicle Licensing Office (trafikkstasjon), or hand it in there yourself. You need to book an appointment before you go to a Driver and Vehicle Licensing Office.
Once you have submitted your application, it will be considered by the Norwegian Public Roads Administration. You will receive our decision in writing, along with information about what happens next.
Is your driving licence from a country not mentioned above?
Then you will have to acquire your driving licence as a first-time applicant.
Do you wish to upgrade your licence to include a new category?
If your driving licence is from an EU/EEA country or the UK, you can upgrade it to include a new category when you exchange it for a Norwegian driving licence.
