Cars and their trailers
As a manufacturer or importer, you can apply to register end-of-series vehicles in Norway.
The exemption provision for cars and their trailers is limited both in terms of time and quantity.
An application must be made to register end-of-series vehicles if the vehicle has an EC type-approval that is expiring because new requirements are coming into force and the vehicle is in stock in the EU/EEA area.
Apply to register end-of-series vehicles
As a manufacturer or importer, you can apply to register end-of-series vehicles. Such applications should be sent to .
The application must contain
- what type(s) of vehicle(s) the application covers
- the number of vehicles you are applying to register, with a list of Vehicle Identification Numbers/chassis numbers
- type approval number
- reference to new requirements or directives that have turned these vehicles into end-of-series vehicles
- overview of the number of vehicles of the same type(s) registered in the preceding twelve months or the preceding calendar year
The exemption provision
The exemption provision for cars and their trailers (M N and O) is limited both in terms of time and quantity.
Time limit
The exemption is limited to a period of 12 months for complete vehicles. This means that if an application to register end-of-series vehicles is granted, the vehicles must be registered within 12 months of the new requirements taking effect. For completed vehicles, the deadline is 18 months. It is Article 49 in Regulation (EU) 2018/858 that sets out these limitations.
Quantity limit
For passenger cars (M1), the number of end-of-series vehicles may not exceed 10 % of the number of vehicles of the same type that were put into service in Norway the previous year. Should 10 % be less than 100 vehicles of the same type, we may allow the registration of a maximum of 100 vehicles.
For other vehicle categories (M2, M3, N and O), the limit is 30 % of the number of vehicles of the same type that were put into service in Norway the previous year. Should 30 % be less than 100 vehicles of the same type, we may allow the registration of a maximum of 100 vehicles.
By way of exception and under special circumstances, the Norwegian Public Roads Administration may allow the registration of end-of-series issued with a Certificate of Conformity (CoC) which remained valid for at least three months after its date of issue but subsequently lost its validity because new requirements have come into force. Applications for exemptions pursuant to this rule must include specific arguments justifying the exemption.
