In order to be issued with a Norwegian driver card, you need a valid driving licence and a residential address in Norway. If you have a valid driver card from another country, you must visit a Driver and Vehicle Licensing Office to order a Norwegian driver card.

You need to book an appointment before you go to a Driver and Vehicle Licensing Office.

The price of a driver card at a Driver and Vehicle Licensing Office: NOK 310.

If you have not already taken a photo at a Driver and Vehicle Licensing Office in Norway, or the photo is no longer valid, you will need to do this when applying for a driver card.

It can take up to two weeks from the order is placed before the driver card arrives at the selected delivery address.

First-time issue

If you have an expired foreign driver card, you can apply for a regular first-time issue in Norway in our self-service facility. You will then receive a Norwegian driver card with a start date 1 week ahead (from the time of application). It can take up to 1 month before you receive the new card.

Renewal

If you have a valid foreign driver card that will expire within 6 months, you can apply for renewal of the foreign driver card at a Driver and Vehicle Licensing Office. You will then receive a Norwegian driver card with a start date the day after your foreign driver card expires. You can then use your foreign driver card up to the expiry date, and the Norwegian one from its start date. Do not insert the Norwegian driver card in the tachograph before its start date.

If your driver card is lost, stolen or defective, you can apply for a replacement of your foreign driver at a Driver and Vehicle Licensing Office. If your card is lost, stolen or defective, you must describe the problem in the application form. Defective cards must be handed in. The start date on your new card will be one week ahead (from the time of application), and it will be valid for 5 years.

Replacement

If you have a valid foreign driver card that you wish to exchange BEFORE it expires (for example if you change your name), you can apply to have your foreign driver card replaced. You will then receive a Norwegian driver card with a start date 1 week ahead (from the time of application).

You can choose whether or not to hand in your foreign driver card. If you hand it in, you must not drive until you have received a new Norwegian card. Remember to download data from the foreign card before you go to the Driver and Vehicle Licensing Office.

If you need to drive using your foreign driver card, you can keep it. You then have to return to the Driver and Vehicle Licensing Office to hand in your foreign driver card and receive the Norwegian one. Remember to download data from the foreign card before you hand it in.
